PERFORMANCE MONITORING SYSTEM FOR LOCAL AUTHORIES (BEPER)
Performance management is getting important issue for the public sector in Turkey. For this reason, Ministry of interior, General Directorate for Local Authorities of aimed to develop a performance measurement system, to monitor the performance of the municipalities and to be able to make comparisons among them.
BEPER Project is formulated in accordance with the main provisions and principles of the new legislations of public administration and re-organization of local authorities. "Performance Measurement", is one of the key principles of these new legislations.
OBJECTIVES OF BEPER PROJECT
To determine performance indicators for the goods and services provided by the municipalities, and to develop a model that would allow to make comparison among the municipalities,
To increase the quality of the goods and services provided by the municipalities,
To achieve a consciousness level for an effective and efficient service model,
To provide an opportunity for the decision makers and the citizens to make evaluations based on objective performance indicators,
To strengthen public participation, transparency and self-control mechanisms,
To provide a pro-type performance monitoring system initially to pilot municipalities, and then structure the model so that it is applicable to all municipalities.
Within the context of the Project, comparisons and rankings of 129 pilot municipalities can be made since 2002.
